The town planning authority or Municipal Planning Office gives building permission after scrutinizing the basic parameters like:

What are Basic Home Construction Plan Approval Requirements?
Municipal Planning Office has recently introduced a single window building construction plan approval system in the common application form for applicants who want building permissions in its limits.
Procedure to apply for construction permission:
You need to fill the application form and also submit all documents required with the requisite processing fee.
Then, the ACP (the concerned officer of that zone) receives the application form. He will then visit your site to take photos, measurements and reports to his office.
Your application is then scrutinized at different levels such as Addl. CCP, CCP, Addl. Commissioner (P and P), Commissioner, and Building Committee members.
After all these stages are cleared by the concerning authorities, the Building Committee will review the recommendations and approve, reject or suggest revision of the proposed plan.
When the Committee approves or sanctions the proposed plan, you need to pay the Municipal Planning Office building permission fee online to the department.
Municipal Planning Office will notify you via SMS and also email about the status of the application and the fees applicable.
When you pay the prescribed fee online, your building permit or sanction will be available online which you can download and print.
The proposed Building Plan should contain:
1) Location Plan of the site
2) The Contour Plan
3) Site Plan in detail
4) Detailed Working Drawings of each floor
5) Detailed Working Drawings of Parking Space
6) Terrace Plan
7) Building Elevations - All four sides
8) Cross Section Drawings
9) Longitudinal Section Drawings
10) Plan clearly showing rainwater harvesting pit
11) The mortgage plan (If the site is more than 200 sq mtrs or 240 sq yards) duly signed by the owner, builder, architect / engineer / surveyor, structural engineer.
How to pay approval processing fee online?
Go to the Municipal Planning Office payments page and pay the processing fee through their online integrated payment gateway (Initial application fee is Rs.10,000).
How to check Municipal Planning Office permission approval status?
Once you pay the initial permission fee for approval, you will get the file number through an SMS on the registered mobile number along with login details.
You can then check status of your approval in the submitted application folder.
After the final approval, you will get building permission order along with sanction plan in your registered email address. You can also view and download the permission copy or order once you log in to their website.
Note: You may need to apply for Electricity Board and Water & Sewage Connections too.
